Projects can be submitted to all these “bottom-up” programmes, such as Horizon 2020 – Industrial Leadership – Innovation for SME (Factsheet), Eurostars (Factsheet) and EUREKA. Some of these are targeted to projects initiated by Small and Medium Sized Enterprises (> 250 employees).
 
COST is an intergovernmental framework for European Cooperation in Science and Technology, allowing the coordination of nationally-funded research on a European level (Factsheet COST).
